Noticed this behavior after merging master into a development branch. Only the overview and App Size tabs are available when refreshing DevTools with a valid URI included in the query parameters. Selecting the App Size tab triggers the screen selector state to update and show the runtime tools.

I also noticed that enabling VM Developer Mode didn't result in the VM Tools tab being added to the screen selector.
