Write instructions for fast API dev docs build

Write instructions in the developers guide of how to speed up the docs build iterations for specific classes only, or implement easier functionality. This is probably related to splitting up the notebooks, faq and api docs build ultimately in a nice way after all.

Currently this can be achieved by temporarily deleting things out in index.rst but not the cleanest approach. Even then not super fast.
