Add support for spreadinterp_only in the flags on finufft and tests

The idea is to add support the way we did in #564 .
Additionally, I plan to also add some tests which should help vet the codes and ensure their sanity.
@ahbarnett , feel free to assign this issue to me, its not something I am actively working on, but I will work on soon.
