Modularize the different features of MyHonors for flexibility

For example, an honors college in Georgia may not have citizenship requirements for their students, nor do they have an advanced research program, so they should be be able to disable the Citizenship Tracker and ARCH modules. This will remove both modules from everywhere in the templates, disable their CodeIgniter controllers, etc.

A control panel is probably needed before we can implement this.
