Decouple DNS setup from testnet terraform module #1623

Untangle DNS setup for testnets from testnet module and its only current application: butterflynet.

Because, filoz does not control fildev.network, and if hosted zones are destroyed we have to involve domain owners to update nameservers for us (currently FF).

Instead of decoupling the DNS setup from the terraform module, should we consider switching over to a FilOz-owned domain instead if its easier?

Yep that would be nice, as long as no one would be upset by the butterflynet DNS name change.

An alternative is to request transfer of that domain from FF to filoz.

I think only Lotus/Forest/Venus would neet to update the Bootstrap-peer ID-name: https://github.com/filecoin-project/lotus/blob/master/build/bootstrap/butterflynet.pi. So I do not think anyone would be too upset

Also for so security reasons we need to make sure that domain (and subdomains) remain in control of FF, and no one else uses them for anything else until at least some grace period has passed (6-8 months?).
