Dependent entities should be pre checked on selection in policy create form

• When an action other than read is selected, pre-check the read action for that entity. For example, if the category create action is selected then read should be prechecked.
• When an entity has dependent entities or associations with other entities, selecting any action should pre-check all read actions for the dependent entities. For example, if the claim read action is selected, the read actions for the dependent entities claimant, rating, and medium should also be pre-checked.
