Implement web stories

Google created the plugin for Web Stories on WordPress ra. If we were to develop similarly for Dega, the best possible way IMO is to reuse the core editor and as many components as possible that they have developed for WP. It is a pretty hard one to implement everything from scratch.

They are still working on decoupling the elements to make this possible for CMS's outside WP. Will keep an eye on this issue: GoogleForCreators/web-stories-wp#2918
