Trim down components that can be added for the normal description fields

The following description fields should not have all the components in the toolbar menu but a trimmed-down version of it. A lot of components like images, code, tables, custom components, etc are not relevant for these fields. Reducing the possible options would help in needless complexity serializing/deserializing from JSON to HTML on the front-end where it is used.

• Category Description
• Tag Description
• Claim Fact
• Rating Description

@shreeharsha-factly @fyrepenguin @Bhumi101097 Would it be possible to pass the options in the toolbar as params?

If yes, we can change the above fields to use minimal options that come as default by EditorJS
