Description

A UI element to alert users of critical information would be useful. Ideally it would be:

Turned on/off by the development team easily
Have a timer option to trigger on off. e.g. this element is visible for 2 weeks.
Visible under certain conditions e.g. (All users, or users that have a feature toggled). In this case of AI roads that were temporarily unavailable, it would make sense to alert users who tried selecting this feature.

We could use the banner for temporary outages and new features or events we want to highlight.

Something as simple as this banner at the top of intercom.com would probably suffice.
