PID Modification - PID Issuance VCR_07

Hi,
Annex-2 VCR_07: A PID Provider or Attestation Provider SHALL revoke a PID or attestation if the value of one or more attributes in the PID or attestation has changed and the attestation is still valid for at least 24 hours. In this situation, the PID Provider or Attestation Provider SHALL issue a new PID or attestation with the correct value for the changed attribute.

Can anyone help me to clarify this point?

Does it mean that when a PID data has been modified, PID Provider SHALL issue a new PID automatically without LoA High identification of the user based on the not-expired, but modified PID?
Or this requirement means, that in this case PID issuer MUST be prepared to issue a new PID in case of the request of the user (Wallet Instance)?
