Description Of Changes

Initialize Ant, Tailwind and configs in Admin UI in preparation for Design System migration.

Steps to Confirm

• Run Admin UI locally (in development environment)
• At the bottom of the nav you should see a new Developer group, expand that and click on the POC nav link
• Check that the POC is up and running with Jack's latest config colors
