Is your feature request related to a specific problem?

The only way currently to test out the static file export is to comment out the volume bind portion of the docker compose file

Describe the solution you'd like

A command should be added to our nox files that allows a user to spin up the application as it would be in production. This means no npm server running, only the static UI files, the fidesctl webserver and the application database.

This is a low-priority issue, but is a nice-to-have
