Python 3.11 is out now!

Describe the solution you'd like

Update our CI checks to include Python 3.11 as part of the version matrix

I tested 3.11 when it got released and some of our dependencies still have not been updated to support it so pip install was failing.

test and confirmed in the PR that not all deps support it yet, can wait a bit for this one

Tried again today and it looks like sqlalchemy-bigquery is still an issue

Looks like there are PRs for python-bigquery and sqlalchemy-bigquery to support 3.11 so hopefully it won't be long.
