1. deployed an all-in-one devnet: rpc http://142.132.154.16:8545 explorer http://142.132.154.16
2. now refactoring SoulETH pr so that deploy-config is the single point of source instead of manually changing the configure(may redeploy devnet after refactoring), and disallow changing genesis in a way which may lead to fork.
3. TODO: investigate more about the synchronizing process.
