• Prepare WSC L2 testnet launch

Updates:

1. Created an issue to layout the work required for e2e test of swc features.
2. report the batcher liveness issue to OP and discuss
3. review:
   1. Fix ./test/L2/L2Genesis.t.sol test optimism#98
   2. MSFDG: adapt AttackV2 and StepV2 functions in op-challenger2 and alphabet E2E test optimism#105
4. reading the e2e tests for batcher:
   1. action tests uses a Mocked L2Batcher
   2. system tests uses the real batcher, but things are asynchronous so it's hard to manually trigger the corner cases.
   3. difference between action tests and system tests from George

TODO:

1. follow the batcher liveness issue and continue reading the e2e tests for batcher.
2. Continue to deploy a new testnet after feature: sgt as msg.value op-geth#19 is merged.
3. Prepare a tool to handle scalar: choose a proper scalar for mainnet optimism#93
4. Investigate Add l2 blob da-server in devnet docker optimism#82
