A few tasks need to be done for matching new solidity compiler:

Add support for new function types receiver and fallback accounts/abi: implement new fallback functions #20764
Add support for file level enum and struct definition
Function state indicators constant and payable are removed accounts/abi: implement new fallback functions #20764
