EIP-7742: Uncouple Blob Count Between CL and EL

Description

Expected to be included in the Pectra L1 Hardfork, EIP-7742 updates the blob maximum and target count verification from EIP-4844.

From @protolambda:

• This extends the Engine API with a "target" and "max" blobs per block.
• We need to change the op-node to use the new Engine API, and then specify 0 for these fields.
• The engine-API change has not landed yet: changes required for EIP-7742 ethereum/execution-apis#574
