Description
Draft PR motivated by #12173 that relocates a bunch of functionality out of OptimismPortal2 into AnchorStateRegistry, making it the source of truth for game validity.
Will simultaneously address #12175 as the withdrawal invalidation is highly coupled with the changes to the ASR.
Note: This draft PR is super preliminary and exists only in order to facilitate spec formulation. There's no spec PR yet, we're working to clarify the spec here in Notion
