`op-deployer` reporting the wrong version #13111

Bug Description
I'm pretty sure that op-deployer -v is returning the wrong version.

Steps to Reproduce

Follow the instructions in our docs to install op-deployer from the release page.
Install version v0.0.7.
run ./op-deployer -v

This returns op-deployer version v0.0.0-c29b2094-2024-11-21T18:07:19Z-dev.

Expected behavior

Expected to see a version that begins with v0.0.7.
