L2 Contracts Release #11778

We need to do a release of the L2 contracts and communicate that all new chains should be using this commit to generate the L2 genesis.

I recommend we use the following commit: https://github.com/ethereum-optimism/optimism/tree/3dbcee1c312881166bd544fa857f25d86a20bcd2

This is a fairly recent commit

It will have the alt da config naming. If we need plasma config naming, then we should consider an older commit
It has createx as a preinstall
It has the mintable token permit2 integration
