Should scaffold so that midway through the semester, students can set up a local environment and by the end they can work locally...

Do some setup in the first week and have them do some tasks locally throughout the semester... For assignments, consider having them work locally and upload to the cloud for grading.

Or maybe, as an alternative, incorporate some practice in working locally into the in-class exercises... And then encourage them to work locally for the assignments and upload the finished product to the Cloud...
