Prebuild libraries Configurator utility

This issue is used to track the progress of the static libs configurator and compiler utility.

The aim of this feature is to create an easy and intuitive way to change the ESP-IDF core configs and recompile the libraries to be used in arduino-esp32.

To Do

• Create docker image for esp32-arduino-lib-builder. This will make it possible to compile the libraries in any OS by using a docker container (Add lib-builder docker image esp32-arduino-lib-builder#155).
• Test docker image in multiple scenarios.
• Add UI to edit the ESP-IDF configuration and start the compilation process for esp32-arduino-lib-builder (Add configuration UI esp32-arduino-lib-builder#158).
• Add script to run the docker image.
• Test UI and script in multiple scenarios.
• Add documentation (docs(lib-builder): Add instructions to use the UI #9977)
