@erming, where are we with this? This issue is almost 1-year old, I don't believe it's on the top of your priority list anymore :-)
This is clearly a ticket that the community could take upon, with you potentially supervising this.
My take on this: Shout is meant to be easy, one use case being one sets it up for its family, group of friends, group members, ... for those who don't know how to do, i.e. non-tech savvy people.
I would much prefer the solution OSes and "general public" software is taking, which is to have a checkbox "Display time with seconds" in the settings rather than a string format (that we need to sanitize, ...).
Let's be clear, if we were programming an IDE, I would tell you to go for that complex format, but that's not the intent here :-)
By default, HH:MM is displayed; is it possible to allow configuration of this (ex., allow to show seconds as well)?
