改善対象の事柄

VC読み上げ対象チャンネル内にステッカーが貼られた際、そのステッカーの名前を読み上げる機能をユーザー単位でトグルできるようにしてほしい。

期待する挙動

/stickertoggle などのコマンドでステッカー名の読み上げを切り替えできるようにする。
