Support exclusion of specific versions of XP distro

Version 7.11.2 was created with a bug that caused us to take it back and release 7.11.3 as soon as we could. However, due to some runtime problems with installations that had already been upgraded, 7.11.2 is still available. We need a way to deprecate such versions in the CLI:

Another minor issue here, which I am not sure if should be considered a but, is that the list is sorted by creation date, not version number. The default is 7.11.3, so that is good, but the order is wrong and could fool somebody into selecting the bottom version, which is 7.11.2, which does not work.
