No Contribution guidelines and environment set up instructions in most of the repos

[This is an issue in general with many repositories]
I wonder why there is no Contributing.MD file and project set up help documentation for most of the project repositories in the organization. As a new contributor, it would become much easy to have an understanding of the project, code before reading the codebase.
I found this issue with most of the repositories. Out of all, Spacy is the only repo where I found proper guidelines and support.
