Build out voiting phase behaviors.

As we enter the voting phase, all topic cards become readable by all participants.

Everyone gets 6 votes. Each card can get 1 vote per participant.

During the vote phase, we will display a special bar showing how many votes each active participant has left. (in the future we may allow users to hit a button to signal they are done voting before all their votes are used up but that is out of scope for this ticket.

The purpose of the vote status bar is to help signal the facilitator when they should move to the discussion phase.

Aside: I originally thoughts of re-using the who's here area for this vote state by now I second guess that.
