Let Ctrl+(Space double press) emulate RightCtrl stuck.

Currently user is unable to use key combinations like RightCtrl+1 in plain TTY mode. This is the only UX problem left in plain TTY that cannot be solved with current implementation sticky keys feature. The suggested solution fixes this problem.
