The keys to a given event arrived a few seconds after the event, but there doesn't appear to have been any attempt to retry the decryption.

Since this seems common to EXI and EXA, and likely a problem in the rust layer, I have pulled out a common issue to track fixing this in the rust layer: matrix-org/matrix-rust-sdk#4189

I believe matrix-org/matrix-rust-sdk#4348 will fix this, once it makes it into an EXA release. @bmarty / @ganfra : can you let us know when this is released, please (and in which version)?
