To reproduce:

  • open user settings
  • make your window a bit narrow
  • see how your device list looks like this now:
    image
    we're missing two columns, and the scrollbars don't appear to let you know unless you mouse over

This looks fixed nowadays and the main modal area is scrollable when it's physically too narrow:
