Improve UI/UX of Room Settings -> Roles & Permissions

Your use case

Strongly related to #11597 which proposes a way to sort users by role (power level).

What would you like to do?

Improve the permissions section which currently looks like this:

• The description should use a larger font size so you can read it easier.
• The order of roles should be fixed. I just changed the PL required for widgets and the list reordered itself!
• The list should be searchable
• Ability to sort by role, alphabet, etc. Another view is also proposed in Streamline "Roles & Permissions" screen #11597
• Add input field to add a custom PL
• Advise what the default for each permissionis

How would you like to achieve it?

• Maybe move to a more table-like structure?
• Add search field

There should be a way to make custom roles, for example I wanna make a role called "paid member" or something of the sort and give it the the permissions and power level that I want it to have.
