Possible extra 4S prompt when changing passphrase mid-way through registration #12956

This might be hard to reproduce, in which case it might be best to close until a clearer report...

During smoke testing, @BillCarsonFr saw an extra 4S prompt at the end of the registration flow after creating a passphrase just before. All known issues like this are currently fixed on develop, so we speculated it might have something to do with him first entering one passphrase, trying to confirm it, failing and going back to change again.

I tried to repro by changing my passphrase halfway through, but I couldn't get it to happen. Closing for now, as not enough info to proceed.
