A retracted invite (user banned) is still visible in the room list

The invite should disappear from the room list if I have been kicked or banned (for a better option, until we have 'retract'). Removing it from the list will also fix the fact that whether I accept or decline I always get a 'Failed to reject invite - Cannot leave user who was is banned' (the was

Heads up that other errors raised have been "No known server" when declining the invite, "You are not invited to this room." if the user was kicked rather than banned, "Failed to reject invite - @amandine:matrix.org not in room !bHfSfgNThzYuAGNuYG:matrix.org." (the room display name should be used here rather than the ugly ID.

Trying to explain again the issues:

• @ marcel:matrix.org, @ Manu:matrix.org and @ Amandine:matrix.org were invited to !bHfSfgNThzYuAGNuYG:matrix.org (Manu & marcel in Nov 2015)
• The users have been kicked or banned before accepting the invite
• The invite was not displayed in their room list (maybe in Historical but we haven't checked) until last week when the invites appeared in the invite section again with impossibility to accept or reject them (see previous comments for use cases)

So we now have invites stuck.
Reproduced in other rooms.

In the new room list, when you're banned things jump immediately to historical (expected), and the stuck invite is matrix-org/synapse#2181
