We had this before, Riot Bot, and it was very painful overall

  1. Very quickly became dated
  2. Very unreliable
  3. Broke down for unfederated servers
  4. Couldn't handle internationalisation
  5. Users often had multiple different apps and the bot could only cater to one of them

Can we fake this to see the impact it might have?

We already had it and it was hated, and faking it would be more work than standing up a real bot

It'd be worth to understand what value this bot would bring compared to using the redesigned welcome screen element-hq/element-web#21947

This idea featured so low down in our ICE framework prioritisation workshop that I'm going to move it to meta and stick it in "discussions"
