[VoIP] Element should stop trying to call after a time threshold #3392

Describe the bug

If a call isn't being connected for some reason, such as the other person not picking up, or an internet connection issue, Element keeps trying to connect indefinitely. It should end the call attempt after a time threshold.

To Reproduce

Steps to reproduce the behavior:

  1. Call from Device1.
  2. Don't pick on Device2, or turn off its internet.
  3. Keep waiting.

Expected behavior

Element should end the call attempt after some time has passed.

Smartphone (please complete the following information):

  • Device: Xiaomi Mi 5, Sony Xperia X Compact
  • OS: Android 10 (LOS 17.1), Android 8.0

Additional context

  • App version and store: 1.1.7 - F-Droid
  • Homeserver: matrix.org, fairydust.space
