Proposed feature

Upgrade and upstream UpCloud CSI driver version to 1.1.0 and make sure that snapshots are enabled.
Needed for Volume snapshots and velero snapshot data movement to work on UpCloud.

As decided in arch: https://github.com/elastisys/ck8s-arch/issues/151
