Prefer default data directory when --track-path is given

When a user provides --track-path, Rally assumes that the corresponding data files are located in the same directory as the track. For consistency with --track and also user's expectations, it should use the files in the current directory only if they are already present. Otherwise, the default data directory is used and we download / decompression data there.
