[Request] Create release notes for Fleet/Agent in 8.5

Description

For 8.5, we'll start using the elastic-agent-changelog-tool to generate Elastic Agent release notes.

The development team will reach out to the writing team when it's time to edit the Elastic Agent release note entries.

When it's time to deliver the release notes, the writers will use the elastic-agent-changelog-tool to render the release notes, then we will manually consolidate the rendered release notes with Fleet/Fleet Server items to produce the final deliverable.

Collaboration

• The docs team will use input from dev team to create release notes
