Kibana version:
7.12BC

Describe the bug:
When on a dashboard or in visualize library. Attempting to hover over a value with a large number of series, the tooltip will display below the kibana header.

Steps to reproduce:

  1. Create a visualization with many y and split aggresations.
  2. Hover close to the top of the chart
  3. Notice the tooltip is sown below the header

Expected behavior:
Tooltip is forced below of the header
