As per request/concern raised here: #90873 (comment) we should improve UX to still show something if cgroup is enabled for any of the following products: ES, APM, and LS.

Right now when cgroup is enabled in the kibana.yml config, and if the limit is not set, the user does not see any metrics for CPU usage. We can detect this case and instead show the regular CPU usage (without cgroup quota calculations)

Same UX/solution should be applied to any other product that uses cgroup
