'Open' or 'Load' a Saved Visualization

Description of the problem including expected versus actual behavior:

This is just a slight inconsistency in our nomenclature.

Steps to reproduce:

1. Click Visualize tab, or New from within Visualize app and see saved visualizations under the heading;
   "Or, Open a Saved Visualization"
2. But when you're in the Visualize app the menu item isn't "Open", it's "Load"
3. Seems we should be consistent and either change to "Or, Load a Saved Visualization" or change the menu item from "Load" to "Open".

Sounds like that was a mistake and we should change "Load" to "Open".
