When we worked on #64161 we found that the Triggers UI plugin represented about 50% of our use of any and addressing this as part of that PR would have made it far bigger so we decided to move it to it's own follow up issue.

This issue should address that so that we no longer use any where ever avoidable and require an explicit comment (disabling the ESLint rule + an explanation) where unavoidable.
