Summary

Based on #65711 we discussed the possibility of added service.name as another condition in the trigger instead of what we currently do by limiting the alert creation to the selected Service views.

We would potentially need to add UX around adding alerts outside the Service views and allow for users to not define a service and thereby setting a generic threshold alert for any service violating these thresholds.
