Describe the bug:
On a kibana instance with ML freshly enabled, attempting to enable multiple jobs from the ML popover causes errors.

Steps to reproduce:

  1. Enable ML
  2. Navigate to SIEM Detections and open the "Anomaly detection" popover
  3. Toggle "Run job" on multiple jobs before any have completed
  4. Observe toaster errors and jobs that are still inactive

Expected behavior:
User should not enter an error state for enabling too many jobs at once.

After some more research, this bug is present in both 7.5.2 and 7.6.2.
