Unable to try service maps on ESS

Kibana version: 7.7.0-SNAPSHOT

Describe the bug:

• 403 when loading service maps page, hitting /api/apm/service-map?start=2020-03-31T20%3A52%3A50.273Z&end=2020-04-01T20%3A52%3A50.274Z
• start trial seems to do something and then returns to kibana home
• trial not started

Steps to reproduce:

1. start trial from service maps page

Expected behavior:

Service maps load if license is appropriate. Direct to contact support otherwise

The license management route returns a 403 when kibana is deployed on cloud. We'll need to check the isCloudEnabled property from the cloud plugin to change our cloud-specific messaging/behavior. For example, see how the upgrade assistant checks this property: https://github.com/elastic/kibana/blob/master/x-pack/plugins/upgrade_assistant/public/plugin.ts#L30. At the very least we'll can inform the user that they need to contact cloud support for licensing options, but if would be best if we can provide a useful link to license management in Elastic Cloud.
