Query panel cannot be added

Looks like dashboard.availablePanels is computed once when query panel is in "pulldown" mode. Because of this, you cannot add query panel anymore even if you disabled pulldown query panel.

This was an intentional design decision, to make things like the query, filtering and timepicker panels fixed singletons.

@rashidkpc maybe there should be some kind of notice on query panels that were added in previous versions?

It's not obvious that query, filtering and timepicker panels are exceptional now. I could disable pulldown query panel and live happily without even knowing that I'm doing it wrong.
