Space selector search bar missing #54112

Kibana version: 7.5.0, 7.5.1

Describe the bug: When there are 8 or more spaces available, the space selector UI should show a search bar. The search bar is missing in 7.5.0 and 7.5.1, and should be restored

Steps to reproduce:

  1. Create at least 8 spaces
  2. Navigate to the space selector screen

Expected behavior:
The search bar should appear to filter the visible spaces
