Example of creating an alert type and action type. It should have an always firing alert type example.

Hey all, in our observability alerting use case (and I imagine most places), our earliest users say that a programmatic API for managing alerts in bulk, or managing them from declarative code, etc. will be necessary for them to adopt us. Do we have a release in mind for customer-facing dev docs for this kind of thing? Thanks!

@jasonrhodes no specific release yet though targeting 7.10 with server side GA.

Based on #41833 (comment), it seems this documentation should live within kibana/x-pack/plugins/{plugin}/README.asciidoc or kibana/x-pack/plugins/{plugin}/docs/MORE_INFO.asciidoc.

We could develop an OKR around this, facilitate others to develop rule or connector types.
