Removing a policy should cause a check to see if agents are still assigned to a policy.

If they are we should display a warning in the UI with a link to view the agents still assigned to it urging them to reassign to a desired policy.

We should provide the options of canceling or continuing (continue will cause our policy hook to auto reassign to default)
