Our main dashboard in Kibana 3 has about 20 visualisations that all feed on the same 8 searches.
Only 2 actually use all 8 searches, but all the others feed on at least one of these 8 searches.
So for us the filters we would create are already stored in searches.
Plus there is no way to name and reuse the filters which are just a type of search (Besides being inside another search and not caring about the index pattern selection I guess).
Since you already cut out the searches and allow to save them and use them I would expect the same for filters...
